Why almost all second level leaders of JP andolan turned out to be frauds?

JP was main person at top with a few almost fully retired leaders. The first level leaders were JP , morarji etc.
.
Second level were Sushil modi , laloo , Nitish, Malayalam etc. Almost all second level leaders turned out to be frauds within 1000 days of them becoming MP MLA.
.
So yes, some reasons were lack of recall, 5 year term and not 2 year term. But was that all? Was there something inherent about JP that he only liked "would be fraud" persons ?
