The book states that a gazette notification is issued to seek public opinion.
However, in reality, any law that is passed is issued in the form of a gazette notification.
The question is, can a bill be put up for public opinion before it is passed in parliament ? And that too in the gazette?

Or something wrongly printed in this book?
