IMHO
Since PM doesn't have any legal authority to sign any bill for GN, we should replace the term 'PM'S signature/ हस्ताक्षर' with 'consent/ स्वीकृति' in all our texts. The term 'signature' is a concrete/ clear action and not a subjective word to be interpreted. (Like being politically correct)

Using this word can be misleading for the activists and politically novice ones and can appear to be a lie to the legally aware ones.
