Unless we give mass gun information ( wrongly called as gun culture ) to all 95 crore adults across bharat, weapon technology in bharat will not improve.

Usuk have better weapons technology and imo most imp reason is mass gun information.

Every common man in usa owns 5 different guns and even one semi automatic ak47. And this gun education has created crores of informed minds which enable usa to make good weapons.
.
So solution i propose is koorglaw referendum in ahmedabad district and all 70p districts across bharat.
