On 3rd Nov 2014 two Kashmiri youths sped past two consecutive check post in Budgam district and finally on the third checkpost they were fired upon and killed. The Army was made to apologize and PM Modi Ji (who now talks about giving free hand) not only celebrated the Army apology but also took credit for this at an election rally in Kashmir. As per Gen Bakshi after this incident the Mufti givernment loosened the security checks which the later BJP-PDP government didn't change(he forgot to mention this but its implied and important if he is right) that led to the terrorist vehicle with 300 kg explosives passing freely unchecked and carrying out the Pulwama attack.
