Why didnt devi Indira Amma nationalized Tata's coal mine, or increase coal royalty?

One fact that I came to know much much late, in 2015, was that -
.
(1) British ordered an Indian King in 1946 to give a coal mine to Tata for a lease of 999 years
.
(2) the royalty was fixed at (hold your breadth) Re 1 per year per ACRE !!! yes, per acre , not even per tonne of coal . So mine as much coal as you want --- just pay Re 1 per acre per year for 999 years and no more.

(3) The condition was that Tata can only use coal for his steel production and not selling outside. But who is watching and who is counting
.
( Many believe that some powerful people ensured that CBI never takes action against coal mafia in Dhanbad. May guess the powerful people).

Now a counter question came to me was --- when Devi Indira Amma nationalized 100s of private coal mines in 1971, and raised royalty of coal to a reasonable market rate compatible amount, why didnt she nationalize this coal mine owned by Tata? Or, why didnt she raise its royalty?

Bribe? No bribe can match the coal in the mine.

Threat? What threat could Tata have possibly made?

After some 2 years, I found the answer.
.
And in general, I put ALL answers / views on FB without waiting for a second - no matter how bad those answers / views may look to anyone.

But this answer is too bad to be put. So I will NOT put the answer on FB. You can guys can guess or find on your own.

Hint-1 : it does NOT go against Devi Indira Amma, the answer only shows how helpless she was even after being so powerful, and how deep the rot in Indian "state" is)

Hint-2 : Some apex persons in "state" of India "requested" her not to. Which apex persons could be so "important" that even Devi Indira Amma had to cede to their "request"?
.
Hint-3 : The answer may cause a loss in respect you have for many "institutions" .
