The two child law I have proposed imposes some punishment on those who have more than 2 children, BUT (and there is big BUT) those who have only 1 or 2 or 3 daughters and no sons, get EXTRA payments and face no fines. And those who have 4 daughters will face removal of extra payments, but no fines. But those who have 3 sons, or son-daughter and yet go for one more child, will face some financial penalties. And those who have 5 sons or have one son or two sons, and then also produce more sons or daughters, may even land in prison, and may face compulsory sterilization
.
So it is Two Child Law Draft, with some favor to daughters

And child death rate .in tribals (STs) is higher, and so the law I have proposed lets them have one more child, before fines etc apply. But all individuals others than tribals -- face same law.
