Modiji may obey and may print laws that allow "lateral recruitment" in apex IAS positions.

And SoGa / ArKe have both support it and all congress / rss / aap workers also supported it,

Do non-democratic lateral recruitment bring improvement? There are non-democratic "lateral recruitment" in judges. And judges are worse than IAS. So what good will Modiji's non-democratic lateral recruitment in IAS bring? NOTHING
.
Now we at Right to Recall Party supported direct lateral recruitment in IAS / IPS etc. But we supported DEMOCRATIC direct appointments ONLY. eg we have proposed RTR-DEO by which explicit majority voters of a district can expel District Education Officer and appoint a person that majority voters explicitly approves. And same for District Police Chief, District judges and many many positions can be filled by voters. IOW, we at Right to Recall Party proposed DEMOCRATIC lateral recruitment. This was opposed by SoMoKe and congress / rss / aap workers.

What SoGa / NaMo / Arke want is --- some committee elitemen's puppies will appointed by PM / CMs. These committee will select elitemen's puppies which paidmediamen have projected as "experts", "no nonsense", "non corrupt" and what not. And these elitemen's puppies will then sit in apex IAS positions !! And we always opposed direct recruitment by committee interviews even for positions of peons.

So congress / rss / aap workers and SoGa / NaMo / ArKe oppose DEMOCRATIC direct lateral recruitments in IAS / judges and instead they support direct lateral recruitment via committee consisting of puppies of mostly USUK-elitemen and some desi-elitemen.

Does lateral recruitment increase efficiency? YES, if lateral recruitment are done by people via elections and NO if lateral recruitments are done by puppies of elitemen. eg in USA, a large number of positions are filled by lateral recruitment. But thse people are recallable and they can be punished by Jurors. Whereas in Indian judiciary, some 50% of HCjs are recruited from lawyers and not from district judges. Result? corruption, nepotism and no gain in efficiency.

Now what about the problem that most IAS are unskilled?

They are unskilled (low maths / science IQ, very high cunningness) because IAS exams use subjects like political superstitions , diseconomics (anarthshashtra) etc. And even 12th class maths questions are NOT asked in exam. And logic questions are primary school level, and only qualifying marks are needed. The maths paper in IAS is so tough that best Msc Maths gold medalists fail !! While political supersition paper is so easy that any cunning person with good rote skill and zero maths skills will pass. So in such exams, all candidates with low cunnignesses and good maths / science ability will get rejected. And only highly cunning people with good rote skills and low maths/ science skills get selected.

So solution toi the problem of "lack of real skills in IAS" is to change IAS exam syllabus. Useless subjects like political superstitions, marco economics, etc should be removed. Bank exam level maths / logic questions should be added. A maths / science paper consisting of 10th level questions in science and 12th level maths should be made compulsory. With this, candidates with REAL logical ability will increase and people with useless gyaan and cunningness will reduce. Solution is to bring change in exam syllabus, NOT this INTERVIEW based direct recruitment nonsense as proposed by Sri Modiji and rss-workers..

So finally how can this direct recruitment in IAS be stopped?
.
Solution I propose to this mess is that activists should publicize Right to Recall PM and Right to Recall CM law-drafts. Otherwise, SoMoKe and congress / rss / aap workers will hand over whole economy and admin to USUK-elitemen using FDI, lateral recruitments and what not.
