Do Mauritius \ Singapore companies providing services from Mauritius have to pay 10% GST , while Indian companies will have to pay 18% GST?

the amendment in treaty says (see page-3 of https://www.facebook.com/download/preview/1233981763354301 ) . The amendment was printed by KalksiPurush Sri Modiji in early 2015 or so.

Article 12A
.
FEES FOR TECHNICAL SERVICES
.
1. Fees for technical services arising in a Contracting State and paid to a resident of the other Contracting State may be taxed in that other State.
.
2. However, such fees for technical services may also be taxed in the Contracting State in which they arise, and according to the laws of that State, but if the beneficial owner of the fees for technical services is a resident of the other Contracting State the tax so charged shall not exceed 10 per cent of the gross amount of the fees for technical services.

What the hell does this mean?
.
SoGa , Kalkipurush, ArKe has used such complex sentence construction ("contracting state", "other contracting state", "that state", "other state") that even after reading 10 times, I am unable to make myself 100% sure. And Modiji , SoGa, ARKe have refused to give hindi translation. And congress / rss / aap workers have all request SoMoKe NOT to give its Hindi translation !!!

My understanding is that if a company residing in Mauritius gives "technical services" to any company in India, then service tax will be 10% and not 18%.
.
So many Indian companies may prefer to take service from Mauritius companies !!! Not only loss of business to Indian companies, but also a loss of forex to India !!!

And similar provisions exist in treaty with Singapore !!!

congress / rss / aap have all supported these treaty and amendment
.
ONLY we at Right to recall party are working to scrap the Mauritius \ Singapore treaty along with all amendments.

So if you oppose such treaty and amendment, then pls dont waste and hopes after SoMoke and congress / rss / workers. Pls publicize these treaties and demand its cancellation
