The way EVMs can be rigged is same way as petrol pumps were rigged --- replacing parts (or making rigged parts) which take commands via radio waves
.
The parts can be replaced in factory or when equipment is shipped from factory to other places or after equipment is in warehouses.
.
IOW, there are many places where parts can be changed
.
And duplicate parts can be so that data / behavior can be changed using remote control
.
So when "tolmaap officers" (govt officers incharge of measurements) came to petrol pump, the pump owner will set chip (actually, it is PCB and not a "chip") to 0% theft i.e. normal. So toplmaap officers wont see any theft
.
And when a normal customer comes, the instrument can be set to "steal 5%" or so.
.
In case of petrol, stealing 20% will make customer immidiately suspect.
.
But in case of EVMs, "transfer 20% votes" , if done along with rigging opinion /. exit polls will NOT make voters suspect.

.
Solution in case of petrol pump is to have accurate fuel measuring equipment inside vehicle. so that vehicle owner can also check. And pump owners should be ordered to use old ANALOG equipment. They can be rigged, but behavior cannot be modified by remote control.
.
Solution in case of EVM rigging is to switch back to paper ballots and use methods used in Sarpanch elections. You may ask anyone who has worked in Sarpanch elections. The complaining of bogus voting , rigging, etc are zero.
