Leaders like SoMoKe and Congress / RSS / AAP workers saw colleges as way to make money and NOTHING else. And so serious barriers of entry were created to ensure that only those who give bribes to PM / CMs / Ministers etc can run colleges !!!

SOLUTION?
.
(1) RTR over National EduMin, RTR over State EduMin
.
(2) Jury System over State / National EduMin staff
.
(3) Reduce barriers of entry to zero i.e. anyone can start whole or part of engineering college.
.
(4) The govt universities will take exams for each course - the students needs to give fee to appear in exam and fee + award money will be given to them depending on score in exams
.
(5) The degree will be given by univ based on courses cleared
.
(6) Univs will certify colleges where labs and practicals are done, but will NOT certify colleges or portions of colleges which are teaching only theory courses
.
So say an engineering degree decided by univ say has 50 subjects - say 30 theory and 20 have lab work. Then anyone can teach the 30 theory subjects and NO univ recognoition will be needed. The students will need to clear exams decided by univ in these 30 subjects.

The univs will supervise colleges which lab. The students can complete lab courses in univs or any college which has univ approved labs.

With this corruption in running colleges will reduce. And so quality of colleges will improve.
