I no longer use 3 column table format anymore. Because this format needs PDF / DOC format, and on WhatsApp as well as FB, we need to use plain text. Also, The format I use is
.
Part-1 of proposed law draft has basic instruction for citizens,
Part-2 of proposed law draft has summary
Part-3 of proposed law draft has detailed instruction
.
The reason for taking this format is to answer a common complaint, that "our drafts are very complicated". So we can answer against this complaint by saying --- " pls see part-I of the draft ; all instructions that citizens need to execute are simple and easy to understand ; the instructions for collector etc may be complex, but they are trainned and well salaried people capable of executing such tasks".

And an activists who trusts us, and wants to know summary, can read Part-II i.e. summary to understand the law-draft. And common citizens can be asked

And all activists can be requested to read whole draft.

The table format is removed so that whole draft or part of draft, can be directly copied from ms-word file or text file and pasted in FB or WhatsApp. . Also, as of now, the laws placed in Parliament dont use tabular format. So we will run into problem of justifying new format.
