(1) Why BJP CMs and apex leaders (including NaMo) did NOT encounter Latift?

Pls get lists of CMs in Gujarat between year 1990 - 2000. You will see that BJP ruled Gujarat for several years. They did arrest Latif, but the BJP CMs did NOT encounter him. Later Shakersingh Vaghela broke away from BJP with some 40 MLAs, formed his own political party, aligned with Congress, became CM and then he ordered Latif's encounter.

So why didnt BJP CMs and BJP apex leaders of those days (including NaMo) did NOT allow Latif's encounter?

(2) Why is BJP Minister Gadkari promoting movie Dangal, despite the fact that Dagal did NOT show Human Puja and wrongly shows family of wrestler Mahaveer Phogat as chicken eaters? (Mahaveer Phogat says that he and all his family members are vegetarians)

(3) Why did Chanakya promoted a young man (Chandragupta) from lower class and lower caste (or say middle caste)? Is that there was NO Brahamin young man or no elitemen's son or no king's son or no apex Kshatriya's son as meritorious as Chandragupta? Or was its a result of identity politics?
