How impossible surgical strikes do become possible --- with help of corrupt insiders, and dominating powers over them
.
Going several km deep inside enemy teritory and killing their men and coming back alive need asymmetrical strength i.e. attacker should be very resourced and target should be very weak in terms of quality of weapons.
.
But there are other cases where target can be compromised and that can make strength temporarily low, and in that duration, attacker can come, kill, and go unharmed
.
First I will give some known examples, and then discuss 28-sep- case

(1) Killing Osama bin Laden
.
ObL was in Atotabad, which is "military city" of Pakistan. ObL was hiding in a huge bungalow in that city. There were radars to detect helicopters and soldiers were always on standby to hit any attacker. But 2 US helicopters came, landed in ObL's bungalow, kill him and all came back. One helicopter was down.

It became possible because US had given bribe of some 87 million dollars to the then General Kiyani. And US has use realistic threats that he must take some steps to help the coming soldiers. So standby units' duty change schedules were changed , and change cuased confusion that ensured that no stand by units were available in some 1 hr timeframe . Kiyani's henchmen also said that radar needed repairs and so radar was down for some 1 hr !! That gave enough time for 2 helicpopers to come and go !!!!

So impossible became posisble due to insider's help

But along with money, one need huge political administrative strength to force a General to do such hit job, India doesnt have such strength over pakistan's generals. But pls read on.

(2) Israel strike over Syria -- killcode of radar
.
Israel has powerful airforce. And so syria bought best radar that money could buy from Russians, Radar was powerful to detect even a fly !! But Russians sold kill codes to Israel. So Israel fighter planes went and did the job and came back unharmed, So here, insider was the radar with killcodes.

(3) Iraq's SS1 missiled went dud --- again Russians had sold kill codes
.
This is not a case of surgical strike per se. But Iraq's SS1 missiles could have done quite some damage to USA in Gulf War 1. But Russians sold killcodes and damage was zero.

(4) Argentina;s Exeonet missiles went dud
.
In 1980s, Argentina declared war against UK over Falkland issue,. UK warships were on their way to attack Argentina, Argentina fired one French made Exonet missile and one warship went down and over 30 soldiers died. But subsequent Exonet missies did not take off or were so slow that anti-missile-missiles could take them down,. Later, it was found that France had sold away killcodes to UK.

But in all cases, the attacker had powerful POLITICAL resources along with money. India may be able to shell out money to buy a Lt General in pakistan,. But money alone will NOT do the job,. A huge political muscle over the enemy Military is needed
.
Well, here, USA or France or UK could have helped.

India can cut deal with USA or UK or France and ask USA etc to use their political muscle, to ask/bribe/force Pakistani General to keep 100 terrorists close to LoC , not give them many weapons except some guns, and keep not many Pakistani troops around them, So Indian soldiers can cakewalk and kill them. And Political leadership can claim a victory.

Let me give one example of 1980s. One big time don in Porbander in Gujarat had many goondas. One goonda killed a close relative of some big businessman. The businessman threatened Home Minister that he could work to cause significant political damage to him and his key MLAs (not his party as whole) if that goonda is not delivered,. But that goonda was under protection of that don. So Home Minister asked Don to handover that goonda or face dire consequences , and in return get more favor. The usual carrot and stick. Now if don hands over that goonda, then that goonda can create huge problem by becoming witness !!! So Don asked local SP to encounter that goonda who was in Don's custody anyway !!! So SP came to Don's palace, shot that goonda, cooked up a hot chase encounter story, got fame of shooting down a goonda, businessman was happy, Don was bit unhappy but overall happy, after all in business you gain and lose, and all lived happily ever after !!! The movie Gangajal has similar subplot. In general, such cases where one pawns are handed over to enemy for greater good are common.

So if huge political pressure comes from USA on Pakistan General , then just as Pakistani handed over ObL to USA, same way, he can handover some lowlife 50-100 terrorists to India. And handing over ceremony can be --- ask these 100 terrorists to come into launchpads close to a point in LoC where near by troops are not very close !!! For Pakistan, low life terrorists are dime a dozen, They have mosques and madressa, where they manufacture terrorists in lots of 100s, eg When pakistan was supporting Afghanistan against Russians in 1980s, Pakistani madresa used to manufacture lakhs of Talibans every year !!! Kids and teenagers from all districts of Pakistan and kids and teenagers from all over the world came to Pakistan's madressa and became Taliban soldiers, So if enough political pressure, and bribes, come to Pakistani Generals, then trading 100 terrorists for them is not a big cost for them.

Also, USA can ensure that Pakistani Military faces no loss of face because they can simply deny after cleaning up the mess. The terrorists are some low life, most are orphans or kids who have escaped from homes and no one will miss them or look for them. And other terrorists who knew them can be told that they died in some other jihadi operation.

Can both side claim victory? Yes. During Kargil war, India and ABV claimed victory by saying "see, we forced Pakistan to go back". And Pakistanis claimed victory by saying that "see, we went inside their homes and killed so many !!" Both sides claimed victory and USA was able to ensure that paidmedia keeps people in both country happy. What was worse (or better) is that paidmediamen in Pakistan convinced that "everyone in India is now sad and afraid". And paidmediamen in India convinced all Indians that "all Pakistanis are now sad and angry because of such defeat " !!. Paidmedia can do wonders these days.

Now why would USA do such favor to GoI?
.
Several reasons --- (a) FDI (b) buy Rafel at same or higher price -- even of Rafel is French and USUK were competing against Rafel, sometimes, they will cut deals and let French take away some contracts, After all, all NATO countries' Militarty Industrial complex is well connected. (c) letting Missionaries work peacefully in India and so on. (d) give profitable railway lines to Japanese , Spain etc . (e) handover PSUs to FDI bringers. There are many favors USA wants from GoI.

This is one possible reason why return fire was not heavy and our Indian soldiers could go in, and come back safe --- USA used its political muscles to force Pakistani General and Ministers to give some Pakistani terrorists to India.

Is such deal making unethical? NO. For past 10000 years, across world, heads of nations (even democratic nations) have been cutting deals across each other.

Now , this is just one possibility to explain how our soldiers can go in, did not face heavy return fire, kill 100 terrorists and come back safe.

There can be several other ways.

Paidmediamen say that Indian Army will release video in 1-2 weeks. More will become clear after seeing these videos. In the video, we may (or may not) be able to see amount of fire, return fire and how return fire was avoided.

Also , when video comes, one may be able to decide exact lognitude and latitude i.e. exact location where hits took place. If there are villages closeby, then villages can also give some information. And those locations will have several marks
