Freeing Sindh and Baloch --- why "free Baluchistan first and free sindh next" , and NOT other way?

NaMo has raised voice on freeing Baluchistan . The action is welcome (though voice is NOT --- imo NaMo should NOT have said so). But why is NaMo going "free Baluchistan first, and free Sindh next" route and not other way i.e. "free Sindh first and then free Baluchistan ?"

"Free Sindh first and then free Baluchistan next" will be easier for us. Sindh has long border with India, Whereas , to free Baluchistan, we have to go via Afghanistan, which means we need US-elitemen's permission at every step.

And thats the reason why NaMo is asked / forced to take "free Baluchistan first and free sindh next" , and NOT other way. Because in "free Sindh first, free baluch next" route, India does NOT need to depend on US-elitemen at all
.
So solution?
.
Solution is that we should tale "free sindh first , free baluch next" route. But that would require us to reduce dominance of USUK-elitemen in India. And that can be easily accomplied by first bringing law-drafts like RTR, TCP, JurySys, wealth tax, MRCM, removing GST etc.
