.
Let voters donate money to Election Commission on Election Day and let candidates pay more deposit than minimum amount.
.
We need following law --- on election voting, the. presiding officer should be given a donation receipt book. And any voter can donate whatever money he wants to donate in multiple of Rs 5 , and voter must bring exact change with him. OR, voters can also give a cheque in favor of ECI.
.
All voters may not donate. But I am sure many voters will donate sufficient amount that will exceed Rs 10 per voter in that booth.
.
This is because ECI , like some street beggar, is saying that "we dont have money to conduct elections and so all MP, MLA, Corporation, Panchayat etc elections must be held on same day" !!!
.
Holding all elections on same day reducing whatever little "negotiating" power voters have. eg why is NaMo not handing over whole railways to videshi in one day? And why is NaMo not allowing all GM / BT foods within one day? Because in that case, voters may vote against BJP in state assembly elections and corporation/panchayat. But if all Assembly elections and all panchayat elections were held in may-2014 itself. and if now election were due till may-2019, then NaMo would have had free hand till may-2019 and implemented his decision to give away all profit making routes to FDI within 48 hours !!!
.
IOW, staged elections do increase some costs, some Rs 20 per voter or 0.02% of GDP (per capita GDP is Rs 100,000 per person, so Rs 20 per voter cost would be 0.02%). Is that high? Thats subjective. But ECI / GoI like some poor street beggars are saying that GoI doesnt have money to pay such huge costs !!!!
.
One recallist , Rakesh Suri, has proposed that voter should be asked to pay Rs 5 (and Re 1 for BPL voters).
.
I have modified his proposal, and made payments OPTIONAL.
.
So my proposal is serious --- no joke. We need following bylaw.
.
At election booth, presiding officer can be given a receipt book. And any voter can donate any amount , minimum Rs 5 or multiple of Rs 5, and must bring exact change, or can give a cheque. That way, ECI / GoI will be able to collect enough money to conduct elections.
.
Also, candidates should be allowed to to pay more than minimum deposit. Some candidate may give more deposit and thus contribute some money to poor GoI / ECI.
