One of the most important reasons why the water crisis goes on and on is because leaders like SoMoKe keep opposing and stalling UNIVERSAL water metering i.e. each water connection and each water user must be metered. And water use of each person / entity must be made public on web, Every person, be farmer, or slum dweller or home owner or factory owner --- his water usage must be metered.

Second water should be made property of NOT state but individual citizen, which he may buy/sell to any persons/entities, This will create a water market and will resolve the dispute.
