Why SoMoKe = SoGa \ NaMo \ ArKe support culling of Neelhirans but oppose culling of stray dogs?

Thousands of people in India die due to dog bites every year. And ten times more face serious injuries. And many live in fear round the clock due to stray dogs. But SoMoKe have opposed culling of stray dogs.

But same SoMoKe have openly supported culling of Neelhirans (aka Neel gay). So jeevdaya is non-issue.

What are the reasons in your opinion?

In US, UK and almost all countries in world , the rule is as follow
.
1. The Municipalities has budget for stray and abandoned dogs
.
2. The municipality staff will impound all wandering dogs and try to contract owners using registration number on dogs and some such means. If owner refuses to collect the dog, then dog is sent to dog hostel
.
3. The dogs are displayed for adoption. The interested persons can take dogs home or pay some dog shelters to keep and feed them
.
4. But if dog shelters run out of space, then dogs are put to sleep by toxic injections - which bring quick instant deaths.

In India, SoMoKe have printed law-draft that Municipalities cant kill the dogs. So dog shelters have run out of space and money. So municipalirties have stopped impounding dogs. So there are now 100s of dogs per sqkm in all cities across. So the dogs fight with each other for food, territories etc and in the process these dogs become more violent

So yes, dogs should not be killed, But what if dog hostels run out of money and space and also run out donations?

.So central question is --- why do SoMoKe oppose putting dogs to sleep when dog hostels run out of space? and why do SoMoKe insist that dogs should be left roaming on streets?: On streets they kill each other anyway
