Govt of India should officially issue "born to some (dead) Goanese resident" certificate to anyone and everyone for Rs 2 lakhs !!!

WHY?
.
Because Portuguese govt has law that if anyone was born in Goa before year 1961, then he and his descendants upto three generations will be eligible to get Portuguese citizenship on mere application !!!

Current year is 2016. Say Mr. A is of age 25 years i,e. born in say 1991. And say A wants to leave India.

(1) Then A needs to find someone X who is registered as Goa born before 1961 in Potugese register and X is dead. If X has died after 199. And then GoI can issue a certificate for Rs 2 lakh that A is child of X !!! So A can now get Portuguese citizenship on mere application !!!

(2) Or, A can find a son of X, say Y, who has died after 1991. And, then GoI can issue a certificate for Rs 2 lakh that A is children of Y. So now A can now get Portuguese citizenship on mere application !!!

IOW, for Rs 2 lakh, people of India will be able to become citizen of Portugal and then become citizen of any country in Europe !!!

Say 1 core people leave India using this route. The income = Rs 1 lakh crore !!! Expenses = almost nil !!!
