And if a person is born in any part of Goa, then his birth certificate should have a district of MH chosen at random. WHY?

Because Portugal gives Portuguese citizenship to everyone born on Goa. So if birth certificate has place except Goa, then this wont apply.

And all criminals etc n India should be given birth certificate that they were born in Goa !!! And their actual birth certificate should be officially deleted. That way, they can all be transferred out of India to to Portugal.
