In MRCM aka DDMRCAM are commons getting money for "free"?

In DDMRCAM = Direct Deposit of Mineral Royalties in Citizens' Accounts and Military , citizens get 66% of money from land rent from govt plots and mineral royalties

In DDMRCAM , each citizen gets money directly. The Govt has NO criteria etc.

So here are citizens getting money absolutely for "free"? Or in return for something?
