Is there any rule that 60% class attendance is needed to appear in 12th class board exam in Gujarat Board, CBSE?

Because I came across parents of three different students who said that the schools Principals called them , asked them to pay pay bribes because the attendance of their kid was below 60% !!! The Principal was a man of principles, and price was according to income / wealth of the parents !!! One parent said that Principal and schools trustee forced him to pay Rs 1 lakh to coverup the fact that his kid had lesser attendance.

(aside : he was NaMo-andhbhagat and now he is ArGandhi-andhbhagat, because now he thinks that ArGandhi will reduce corruption in education etc etc. He supports RTR-law-drafts but believes that RTR-law-drafts will never ever come in India, and so only options are SoMoKe, of which he supported NaMo and now supports ArGandhi).

The attendance was low, because the student was attending two tuition classes, board exams classes and IIT-JEE. classes. So he had no time to go to school.

So is it true that 60% class attendance is needed to appear in board exams in Gujarat Board? CBSE? other boards?
