Should Gram Sabha be made powerful legal entity, that law made Gram Sabha cant be overturned by Assembly or Parliament? Can such proposal worsen the mess Bangladeshi are creating in India?

I oppose this proposal of making Gram Sabha a superbody. And the people who propose it have no draft till date either to decide what exact new powers Gram Sabha will have. But as per them, if Gram Sabha passes a "law", then higher bodies cant cancel it.

संशोधन नम्बर 4-केंद्र और राज्य गावों के लिए योजनाऐं ना बनाऐं, बल्कि गांव की आबादी के हिसाब से गांव को बजट आवंटित कर दिया जाए
नोट-सरकार चाहे तो ये अधिकार पहले चरण में उन गावों को दिए जा सकते हैं जिनमें पंचायत निर्विरोध रूप से चुनीं गईं थीं।

सरकार को लाभ-किसी की भैंस खुल जाए तो भी सरकार दोषी हो जाती है, लेकिन जब आप जिम्मेदारियों का विकेंद्रीकरण करेंगे तो केंद्र या राज्य सरकारों को उसका दोष नहीं लगेगा, और सरकारें तेज रफ्तार से काम कर सकेंगी
.. और हां इससे किसी के रुतबे में कोई फर्क नहीं पड़ेगा, हर गांव को फ्री रिपब्लिक का दर्जा देने के कारण ही अशोक सम्राट अशोक हो गए"

Let me ask a specific question.
.
Say there is village of 5000 where Bangladeshi infiltrators are majority. Say 4000 of all voters are Bangladeshi infiltrators. Say with majority, Gram Sabha passes resolution that during Ramazn, all resturants etc will remain closed and the school canteen will also remain closed. And during ramzan, temples cannot ring bells and cannot do any bhajan etc. Say this resolution passes with majority vote in Gram Sabha.

Now, in YOUR design, can Jilla Sabha or District Court or State Assembly or High Court or Parliament or Supreme Court cancel this law passed by Gram Sabha?

And is my question hypothetica? NO. In 1947, Bangladeshis and Pakistanis did something much worse --- they killed / kidnapped lakhs of Hindus and forced crores to flee. IOW, if they get chance today, they will do same again across India. So if Gram Sabha is empowered, then threat that Bangladeshi infilitartors will start expelling Indians in those areas is very much real

So a question to you all. --- do you believe that Gram Sabha should have any "absolute" powers?

My answer is --- we have proposed TCP at Gram , Tahsil, District, State, India levels. And he have proposed JurySys at Tahsil, Gram, State, India level. And we also have Gram Panchayat, Tahsil Panchayat, District Panchayat, State Assembly, Indian Parliament.

In our proposals, a decision of lower body can be cancelled by decision of higher body.

So in our case, if Bangladeshi infiltrators were to pass such laws at Gram Sabha level using TcpGram, then their proposals will be duly noted and then duly cancelled by TcpDistrict or TcpState or TcpIndia. And worse, using TcpState and TcpIndia, voters will print laws to expel all Bangladeshi Infiltrators and bring the mess to end !!!

So in Right to Recall Party proposals, the so called Gram Sabha is implemented using TcpGram , and can be overruled by TcpTahsil, TcpDistrict, TcpState and TcpIndia. But while proponent of so called Gram Sabha advocate Gram Sabha, they have no referendum like proposals at State / Central level. And so possibility that Bangladeshi infiltrators will create a mess is high in their proposals.
