(C.1.2) This law-draft refers to following proposed law-drafts :

(b) TcpIndia

Knowing both these drafts is necessary to understand this law-draft. The hashes of above law-drafts is given at the end in Appendix-I. And clauses CV.1 and CV.2 are similar to TcpIndia

(C.1.3) This law-draft has some similarity to RtrPM. But there are many differences. So if activist or voters is familar with RtrPm, then understanding this draft will help. clause-8 is an important difference between RtrPm and this draft.

(C.1.4) PM can print this draft in Gazette. This doesnt require any law in Parliament. But activists should try to get this law using TcpIndia.

(1) [ general instructions ]
.
(1.1) The word citizen would mean a registered voter. The word 'may' means 'may' or 'need not' and clearly means 'no binding'. SCCj means Supreme Court Chief judge. SCj means a Supreme Court judge.
.
(1.2) The PM may declare that this GN will come into effect only (a) after over 50% of all citizen-voter have registered YES on this GN using procedure TcpIndia and there after each and every SCj has approved this GN. Or, the PM may directly put this GN into effect.
.
(2) [ proedure for DC = District Collector ] If any citizen of India above age of 25 years wishes to become NRJ = Nationally Recognized Jurist, and he appears in person or via a lawyer with affidavit before DC or officer he has designated, then DC would accept his candidacy for NRJ after taking filing fee same as deposit amount for MP election. Any existing judge in India may also register himself as NRJ candidate for half the fee.

(3) [ procedure for Talati = Patwari = Village Officer or Talati's Clerks ]
.
(3.1) If a citizen comes in person to Talati's office, pays Rs 3 fee, and approves at most ten persons for the NRJ position, then the Talati would enter his approvals in the computer and would give him a receipt with his voter-id#, date/time and the persons he has approved. The fee shall be Rs 1 for those with BPL card.
.
(3.2) If a citizen comes to cancel his Approvals, the Talati will cancel one of more of his approvals without any fee.
.
(3.3) DC may create a system of sending SMS feedback to the voter.
.
(3.4) DC may create a system of taking finger-print and picture of the voter and putting it on the receipt.
.
(3.5) PM may add means to enable citizens to register approvals via SMS. PM may create a system where by citizens can register approvals via ATM.
.
(4) [ procedure for Talati ] The Talati will put the preferences of the citizen on district's website with citizen's voter-ID number and his preferences.
.
(5) [ procedure for DC ] On every Monday, DCs will publish Approval counts for each candidate.
.
(6) [ procedure for PM ] If a candidate gets approval of over 15 cr registered citizen-voters in India, then PM may appoint him as NRJ.
.
(7) [ procedure for PM ] If an NRJ gets approval of over 44 crore of citizen-voters and the Approval count is 2 cr more than all NRJs, then PM may send the name of the most approved NRJ to the Chief Judge of India asking him if he is appropriate and Constitutionally correct for the position of Supreme Court Chief judge.

(8) [ procedure for PM , all Loksabha MPs]
.
(8.1) If the SCCj and all other SCjs recommend that the most approved NRJ should be new CjI and the existing SCCj resigns within 30 days, then and then only the PM may appoint that NRJ as the new Supreme Court Chief Judge.

(8.2) However, if any one of the Supreme Court judge refuses to accept appointment of NRJ as the Chief judge, or gives no response within 30 days, then PM and all MPs may cancel their recommendation. And they may all resign and may declare new Loksabha election. Or, the PM amd MPs may declare an Emergency as per our Magnum Opus Constitution of India, and temporariliy suspend all the Fundamental Rights, of all citizens of India, including the Supreme Court judges. The decision of PM and MPs will be final.

(CV.1)[ procedure for DC ] If any citizen wants a change in this law-draft, he may submit an affidavit at DC's office and DC or his clerk will post affidavit on PM's website for Rs 20/- per page.

(CV.2) [ procedure for Talati or Patwari ] If any citizen want to register his opposition to this law or any section or wants to register YES-NO to affidavit submitted in above clause, Talati will enter YES/NO
and give him a receipt for Rs 3 fee. The YES-NO will be posted on PM's website.
