PLD.0017.DdMrcamTahsil - Direct Deposit of Mineral Royalties in Citizens' Accounts and Military , at Tahsil level

(C.1.1) These comments are not part of the law-draft. They are only to provide information to the activists, voters and Jurors.

(C.1.2) This law-draft refers to following proposed law-drafts -

Knowing DdmrcamIndia is necessary to understand this law-draft. But knowing other law-drafts is NOT necessary to understand law-draft given here. The details of these law-drafts are given at the end in Appendix-I.

(C.1.3) This law-draft is SIMILAR to DdmrcamIndia. An activist or voter who is already campaiging for DdmrcamIndia may skip this law-draft. Also, the section Citizen's Voice is similar to TcpIndia.

(C.1.4) The Tahsil Panchayat Members can pass this draft as resolution in Tahsil Panchayat and then ask CM to print the draft in Gazette. That will be sufficient. There is no need for legislation in Assembly or Parliament. But it should be passed using TcpIndia OR using TcpTahsil.

section-1 : Registering citizens' Approvals for TLRO candidates
.
(1.1) [ general instruction ] The word citizen would mean a registered voter residing in the Tahsil.
.
(1.2) [ procedure for Sarpanch = Tahsil Panchayat Sarpanch ] The Sarpanch would appoint an officer as TLRO = Tahsil Land Rent Officer.
.
(1.3) [ procedure for Sarpanch ] If any citizen wishes to be TLRO, he may appear in person or place affidavit before Sarpanch. The Sarpanch is hereby ordered to accept his candidacy for TLRO after taking fee same as deposit amount for MP election. Sarpanch will issue him a serial number.
.
(1.4) [ procedure for Sarpanch ] The Sarpanch may assign above task to any class-1 or class-2 officer.
.
(1.5) [ procedure for Civic Center Clerk] A citizen can come in person to Civic Center Clerk, pay Rs 3 fee and approves at most five persons for TLRO position. The Clerk will enter his approvals in the computer and issue him a receipt with his voter-id#, date/time and the persons he approved.
.
(1.4) [ procedure for Clerk ] The Clerk will put the preferences of the citizen on Tahsil website as decided by the Sarpanch with citizen's voter-ID number and his preferences.
.
(1.5) [ procedure for Clerk ] If a citizen comes to cancel his Approvals, the Clerk will cancel one of more of his approvals without any fee.
.
(1.6) [ procedure for Sarpanch ] On every Monday, Sarpanch may publish approval counts for each candidate.

section-2 : Replacement of TLRO
.
(2.1) [ procedure for Sarpanch ] If an TLRO candidate gets approval of over 50% of ALL registered citizen-voters (ALL, not just those who have filed their approval) in Tahsil, then Sarpanch may expel the existing TLRO and appoint the person with highest approval count as TLRO.
.
(2.2) [ procedure for Sarpanch ] If the existing TLRO has become TLRO by approvals, and the candidate with highest approval also have 2% more approvals than existing one, then and then only the Sarpanch will appoint the candidate with highest approvals for that position.
.
(2.3) [ procedure for Sarpanch] If the person's approval is below 33% of all voters, then Sarpanch may or need not replace TLRO with his appointee. But as long as approval is above 33% , Sarpanch need not replace him with his appointee. Discretion of Sarpanch will be final.

section-3 : Ownership of plots under Tahsil
.
(3.1) [ declaration ] The Citizens of this Tahsil hereby decide and declare the plots owned by Tahsil are property of the Citizens of India, residing in the Tahsil.
.
(3.2) TLRO will have NO jurisdiction over land plots owned by private persons or companies or trusts or land plots owned by Central Govts Govt or State Govts. He will have no jurisdiction on plots used Military , Police, Courts, Prisons, Railways, Bus Stations, Govt Schools till class XII and tax collection offices. TLRO will have jurisdiction over all vacant plots owned by Tahsil.

section-4 : Collection of rents from plots owned by Tahsil
.
(4.1) Using procedure similar to DdMrcamIndia law-draft, TLRO will frame a procedure to give Tahsil plots owned by Tahsil at rent, and decide and collect land rent from tenants.
.
(4.2) For parking spaces, TLRO will decide the charges and collect money directly from vehicle owners.

section-5 : Distribution of land rent
.
(5.1) TLRO will give 34% of rent collected to Defense Minister for the purpose of strengthening Military and providing weapons and weapon-use education to all citizens.
.
(5.2) TLRO will dispatch rest of rent collected every month to the citizens of India residing in Tahsil for over 10 years. The rent to be give will depend on age and number of children, and will be same as in DdMrcamIndia. The place of residence within Tahsil will not be a factor.

section-6 : Collection of Mineral Royalties
.
(6.1) This law will not cover mineral royalties.

setion-CV : Citizens' Voice
.
[comment - (C.2.1) Similar to TcpIndia and TcpTahsil. ]

(CV.1) [ procedure for Sarpanch ] If any citizen wants a change in this law, he may submit an affidavit at Sarpanch's office and Sarpanch or his clerk will post the affidavit on the website of Sarpanch for a fee of Rs 20/- per page.

(CV.2) [ procedure for Talati or Patwari ] If any citizens want to register his opposition to this law or any section or wants to register YES-NO to any affidavit submitted in above clause, and he comes to Talati 's office with voter-ID and pays Rs 3 fee, Talati will enter YES/NO and give him a receipt. The YES-NO will be posted on the website of Sarpanch.
