PLD.0015.DdMrcamCity - Direct Deposit of Mineral Royalties in Citizens' Accounts and Military , at City level

(C.1.1) These comments are not part of the law-draft. They are only to provide information to the activists, voters and Jurors.

Knowing DdmrcamIndia is necessary to understand this law-draft. But knowing other law-drafts is NOT necessary to understand law-draft given here. And the details of the law-drafts given at the end in Appendix-I.

(C.1.3) Similar to DdmrcamIndia - This law-draft is similar to DdmrcamIndia. An activist or voter who is already campaiging for DdmrcamIndia can skip this law-draft. Also, the section Citizen's Voice is similar to TcpIndia.

(C.1.3) The City Councilors can pass this draft as resolution in City Council and then ask CM to print the draft in Gazette. That will be sufficient. There is no need for legislation in Assembly or Parliament. But it should be passed using TcpIndia OR using TcpCity.

section-1 : Registering citizens' Approvals for CLRO candidates
.
(1.1) [ general instruction ] The word citizen would mean a registered voter residing in the city.
.
(1.2) [ procedure for Mayor ] The Mayor would appoint an officer as CLRO = City Land Rent Officer.
.
(1.3) [ procedure for Mayor] If any citizen wishes to be CLRO, he may appear in person or place affidavit before Mayor. The Mayor is hereby ordered to accept his candidacy for CLRO after taking fee same as deposit amount for MP election. Mayor will issue him a serial number.
.
(1.4) [ procedure for Mayor ] The Mayor may assign above task to any class-1 or class-2 officer.
.
(1.5) [ procedure for Civic Center Clerk] A citizen can come in person to Civic Center Clerk, pay Rs 3 fee and approves at most five persons for CLRO position. The Clerk will enter his approvals in the computer and issue him a receipt with his voter-id#, date/time and the persons he approved.
.
(1.4) [ procedure for Clerk ] The Clerk will put the preferences of the citizen on City website as decided by the Mayor with citizen's voter-ID number and his preferences.
.
(1.5) [ procedure for Clerk ] If a citizen comes to cancel his Approvals, the Clerk will cancel one of more of his approvals without any fee.
.
(1.6) [ procedure for Mayor ] On every Monday, Mayor may publish approval counts for each candidate.

section-2 : Replacement of CLRO
.
(2.1) [ procedure for Mayor ] If an CLRO candidate gets approval of over 50% of ALL registered citizen-voters (ALL, not just those who have filed their approval) in City, then Mayor may expel the existing CLRO and appoint the person with highest approval count as CLRO.
.
(2.2) [ procedure for Mayor ] If the existing CLRO has become CLRO by approvals, and the candidate with highest approval also have 2% more approvals than existing one, then and then only the Mayor will appoint the candidate with highest approvals for that position.
.
(2.3) [ procedure for Mayor] If the person's approval is below 33% of all voters, then Mayor may or need not replace CLRO with his appointee. But as long as approval is above 33% , Mayor need not replace him with his appointee. Discretion of Mayor will be final.

section-3 : Ownership of plots under City
.
(3.1) [ declaration ] The Citizens of this City hereby decide and declare the plots owned by City are property of the Citizens of India, residing in the City.
.
(3.2) CLRO will have NO jurisdiction over land plots owned by private persons or companies or trusts or land plots owned by Central Govts Govt or State Govts. He will have no jurisdiction on plots used Military , Police, Courts, Prisons, Railways, Bus Stations, Govt Schools till class XII and tax collection offices. CLRO will have jurisdiction over all vacant plots owned by City.

section-4 : Collection of rents from plots owned by City
.
(4.1) Using procedure similar to DdMrcamIndia law-draft, CLRO will frame a procedure to give city plots owned by City at rent, and decide and collect land rent from tenants.
.
(4.2) For parking spaces, CLRO will decide the charges and collect money directly from vehicle owners.

section-5 : Distribution of land rent
.
(5.1) CLRO will give 34% of rent collected to Defense Minister for the purpose of strengthening Military and providing weapons and weapon-use education to all citizens.
.
(5.2) CLRO will dispatch rest of rent collected every month to the citizens of India residing in City for over 10 years. The rent to be give will depend on age and number of children, and will be same as in DdMrcamIndia. The place of residence within city will not be a factor.

section-6 : Collection of Mineral Royalties
.
(6.1) This law will not cover mineral royalties.

setion-CV : Citizens' voice
.

(CV.1) [ procedure for Mayor ] If any citizen wants a change in this law, he may submit an affidavit at Mayor's office and Mayor or his clerk will post the affidavit on the website of Mayor for a fee of Rs 20/- per page.

(CV.2) [ procedure for Talati or Patwari ] If any citizens want to register his opposition to this law or any section or wants to register YES-NO to any affidavit submitted in above clause, and he comes to Talati 's office with voter-ID and pays Rs 3 fee, Talati will enter YES/NO and give him a receipt. The YES-NO will be posted on the website of Mayor.
