Excuse made by NaMo / NaMo-andhbhagats that they cant pass such and such law becaus ethey dont have majority in Rajyasabha is FAKE --- PM and Loksabha Speaker can label any proposed law-draft as "money bill" (except Constitutional Amendment) , and get it passed in Loksabha and then Rajyasabha's consent is NOT needed.

IOW, law to free temples from govt control can be passed as money bill.Ram Janam Bhoomi, Krishna Janam Bhoomi and Kashi Vishvanath etc can be also passed as money bill.

All in all, consent of RS is not needed for many many law-drafts.
