am reading a magazine which says , that Yajurvedsays that "dhan kisi rashtra ka nahi , kintu sampurna rashtra ka hei" !! i.e. "wealth doesnt belong to a person, but it belongs to whole nation" !!

Does Yajurved say so? If yes, which shloka number? And whats the exact snaskrit text?
