Why mutli-election \ recall system practiced by American voters is superior than "good leader will find \ manager 100 best officers" strategy proposed by SoMoKe-andbhagats and RSS-workers ?

In USA , following officials are directly elected by voters , and except first two, almost all are recallable
.
1. President , Vice President i.e. PM , Deputy PM
2. Representative aka Loksabha MP , Senator i.e. Rajsabha MP
(no other officials in Central Govt)
.
3. Representative i.e. Loksabha MP
4. Governor , Vice Governor i.e. CM , deputy CM
5. State MLA, member of leguslative council
6. State Public Prosecutor
7. One to three important ministers eg Agriculture Minister in Kansas
8. State Supreme Court judges i.e. our High Court judges
(varies from state to state. eg some states dont have elected judges)

9. District Police Chief aka Sheriff
10. District judges
11. District Public Prosecutors
12. District Education Officers
13. District Mayor
14. District Councilors
(varies from district to district)

In India, voters elect only Corporator (or Panchayat Members) , MLA and MP. And then Mayor, CM, PM appoint all Ministers / officials and judges appoint judges.

We at RRG are saying that citizens should DIRECTLY "elect" key officials such Police Chiefs, District Prosecuots etc. just like Americans do . The procedue we propose is "approval filing" and is explained in "Right to Recall District Education Officer procedires" at https://www.facebook.com/mehtarahulc/posts/10152255030191922 . The RTR-procedures we have proposed included amulti-election, in a way different from Americans. IMO , they are more powerful.

Now SoMoKe-andbhagats and RSS-workers have opposed multi-election , and insist that Indian voters should confine to electing one good leader , namely SoGa or NaMo or ArGandhi --- and appoint that great leader as PM \ CM 100 best officers to find officers to head all departments such as police, education, prosecution etc
.
Here is the problem.
.
Lets say PM does find good officers. But good officer will always feel unsafe despite good work, because he will think that the PM \ CM can replace \ transfer him anyday. Whereas in multi-election system, he knows that PM \ CM cant transfer \ expel him , and only citizens can recall him.
.
So in multi-election system, a good officer such as good DEO or good District Police Chief etc feels much safer. And so he is more motivated to do the good.
.
And in appointment system, the officer also knows that as long as he can hide the flaws , he is safe. And it is easy to hide flaws from PM \ CM as they have limited time. But it isnt easy to hide flaws from people, as people always feel the flaws directly. So he is demotivated from taking wrong steps.

Thats why, multi-election is better than "one tall leader find 100 good officers".

How can we bring multi-election and recall system in India?
