How can activists without Govt help, create a parallel FAST rapid "almost" unique-id system , and property ownership system with zero centralization of citizens who are willing to make their information public?

Born 1st , 2nd , 3rd or 4th --- in case of twin, teriplet , quadrapule . 0 if person isnt twin.

.
eg my string will be

The MD5 hash of above is a good enough almost unique-id.

Later , activist can take picture of people around him , .put name and md5 has of above string , and make md5 hash of the picture. The two md5 hash will be mapped.

And later, activists can make a file of ten fingerprints, and put those files on torrents . And later land ownership details can be put on torrents in the same way.

All in all , it is possible to have a person-id system as well as land-ownership data on torrent without much Govt.
