Engineers with 5 years of experience, making Rs 60000 pm , working in PSUs are leaving and joining private companies. While many with thrice the monthly incomes in govt and private are slogging day and night to clear UPSC exam, and become become IAS, income tax deputy commissioner , IPS etc where their starting salaries will be LESS than Rs 50000 pm !! Go figure , what motivates them !!

The salaries of engineers in PSU is less mainly because the PSU-apex , namely directors, chairman, Ministers, dept secretaries siphon out huge money by corruption. I once came across a retired ONGC apex officer , who was 1 level below Chairman , who was looking to invest Rs 300 crore in plots !!! Now thats the kind of money people one level below Chairman have. So imagine how much money Chairman, dept secretaries and Ministers would be making !!

The solution I propose is RTR-over Ministers and PSU-apex-heads, and JurySys over staff. The JurySystem in general will increase competitiveness in private, and also reduce useless headaches they face. This will increase demand of REAL engineers and their salaries in private sectors. The decrease in corruption will enable PSUs to give more salaries to engineers.

Also, many non-core PSUs need to be privatized into WOIC = Wholly Owned By Indians Companies , and supervised by Govt. But some PSU cant be privatized such as companies working in core monopolies like railways , mining, water management, bridge making , roads etc.
