From 2004. we at Right to Recall Group published and campaigned for Gazette draft which will decrease caste based reservation using full support of poor dalits, poor tribals and poor OBC. How will this law-draft reduce resevration? The law-draft I have proposed have following clauses.

1. Any member of a sub-caste that belongs to ST, SC or OBC can walk to Tahsildar’s office, undergo verification and apply for ECONOMIC CHOICE where in
.
1a. he will still retain his SC, ST, OBC status
.
1b. he will receive inflation adjusted Rs 600 per year, till he cancels economic-choice
.
1c. as long as he gets this payment, he cannot apply in reserved quota.
he will be eligible for reservation the day he cancels his economic-choice
number of reserved seats will decrease as more and more take economic choice
1d. the money shall come from tax on all lands and nowhere else.

2. Example : Say India has 100 cr of population of which 14% i.e. 14 cr are SC. So if a college has 1000 seats of then 140 are reserved . Now suppose out of these 14 cr SCs, say 6 cr insist on economic-choice then each shall get payment of Rs 600 per year and reservation for SC will go down by 14*6/14 = 6% i.e. will become 8% from 14%.

3. If a person has opted for economic-choice and then changes to social-choice, he will be entitled for CBR benefits on that day. But if he reverts back to economic choice, he shall get Rs 600/yr payment after 6 months

4. If a person is Dalit, OBC has opted for economic-choice, he can still obtain seat on quota, but shall become eligible after he cancels economic-choice

5. If a person has taken seat on SC/ST or OBC quota, he will not be eligible for economic-choice

6. If both parents have opted for economic-choice, their children below 18 years shall get Rs 600/year for at most (2 sons) or (2 sons, 1 daughter).

Now lets see how RSS, AK have been following people using reservation issue.
.
in 2006, RSS-apex had opposed reservation and demanded end to it. This was done to attract anti-reservation activists and make them work for BJP on internet etc. Now that burden of cancelling reservation has fallen on NaMo, and state elections are coming, RSS-apex is siding with reservation !!.

In Loksabha election, OBCs and SC, ST across India are too scattered to unite for one PM candidate. eg OBCs outside UP will never support Mulayam for PM candidate. And OBC outside Bihar will never support Laloo for PM candidate. So OBC activists and voters are less important in Loksabha elections. While anti-reservation activists make up a huge chunk on facebook, colleges etc. And so RSS-apex took anti-reservation posture and created hopes that if BJP = NaMo comes into power, then NaMo will remove reservation.

But Loksabha elections are gone. Raat gayi, baat gayi. Now Assembly elections are coming. At state level, OBC, ST and SC have less disunity. And so now value of anti-reservation activists is less for RSS\BJP. And so RSS-apex is now openly saying "get lost" to anti-reservation activists and openly supporting reservation !!

AK too in 2009 had opposed caste based reservation. AK even supported a party called "Youth for Equality" aka YFE which had opposed caste based reservation. Thats because AK needed activists back then. However, in 2012, he needed votes. more than activists So AK from 2012 became a vocal supporter of reservation !!

My points ------
.
1. Reservation is a serious issue.
.
2. Solutions are law-drafts which can reduce effective reservation from existing level to about 2% with support of poor dalits. The drafts are in chap-8 and chap-36 of rahulmehta . com / 301,htm and also in links in first comment.

3. BJP-apex , RSS-apex and AK are only wasting time on reservation issue. If you want a systematic solution to reservation mess, then please publicize these law-drafts . Please dont waste time with chameleons like AK , RSS-apex etc.
