1. The Govt of India will put the design of INSAS rifle, 303, 202, .22 revolver and all guns used by Indian police , whose level is "below INSAS" in public domain. (INSAS is Indian version of AK-47)

2. Anyone , without need of license, by just registration , can start a factory which makes a gun or its parts or its bullets , with the above design. Anyone may also start factory to make bullet proof jackets.
.
3. If any citizen or govt officer believe that the factory owner is violating any law, then the case will be decided not by the judge , but by the Jury
.
4. Any citizen, unless banned by a Jury, will be allowed to possess the guns mentioned in clause-1 and its bullets, and also bullet proof jackets.

This law-draft will enable every to bear INSAS level guns. This will enable us to deal with coming crisis, be ISIS or whatever.

Please keep in mind, that Pakistan has over 2 crore AK-47 level guns, Afghanistan has 1 crore such guns, Iran has factories to make guns etc. And India has only 25 lakh AK-47. And China can make and ship crores of AK-47 guns to Pakistan, Bangladesh etc. So earlier we improve our LOCAL gun manufacturing, without FDI (please note, WITHOUT FDI) the better.
