Do Touts benefits illegally by creating network problems in Tatkal system? Any experiences? proposed solutions?

I have never used Tatkal on net or offnet. But those who have used Tatkal tell me that Tatkal starts at 10am and they cant get tickets in Tatkal till around 10.30 am, because of slow network. But there are touts who charge rs 500 extra, over and above tatkal charges and manage to get the tickets by 10:05 am !! IOW, network is manipulated.

Have you faced such experience? If yes. please describe the experience. Please --- no heresay --- your experience or exprience of close friend/relative ONLY. And what solution do you propose?

One solution I propose is to give static IP to ALL net connection buyers. That makes it easy to track and document such offences. But till that happens, I will cite other ways out.

The Railways can print Dynamic IP address which bought the ticket and also obtain the owner of net-user which was given the dynamic IP , at the time of buying ticket, from the ISP. Or , railways can obtain cell phone number of the ticket buy if he had used net over mobile phone to buy the ticket. Railways being an govt agency can obtain the details of person who initiated connection from ISP. (you or I can not obtain physical name of the static or dynamic IP-address owner or the cellphone owner from ISP)..

Now if one net connection owner or one cell phone owner is able to buy too many tickets everyday, while others are waiting, then that shows that network administrator in railways are playing foul.

How to prevent such foul?

Well, if the network connection owner or cellphone owner has bought one Tatkal ticket, then he should be blocked for 5 minutes next day i.e. next day, he can buy a Tatkal ticket only after 10:05 am. And if he has bough two tatkal tickets in past 2 days, then he should be blocked from buying a tatkal ticket till 10:10 am. IOW, each day of his actual usage in past 10 days adds a delay of 5 minutes on present day. This will force agents to buy too many net connection and make tasks difficult for him.
