1. How can we stop person-X from travelling in the name of person-Y in railways? THIS IS A VERY SERIOUS QUESTION --- LITERALLY A KHARAB RUPEE QUESTION. The black marketing is huge. Should all travellers be given permanent railway ID-cards like employees have gate entry cards in many companies? The ID card can have bank details, and so many charges/refunds can be automated. What has honest traveller got to lose in Permanent Railway ID card ?

2. How can "Tatkal" blacks be stopped? When Tatkal starts at 10 am, common men say that they cant get connection till 10.30 am, while agents are able to give get tickets within 2-3 minutes. IOW, agents' PCs have better access to system !! These agents charge extra commission as high as 50% of the ticket price plus Tatkal price !! And those who get access by 10.30 am find that all Tatkal seats are sold !! In Ahmedabad , rumor was that Congress Ministers were neck deep in black tatkal black marketting !!!

3. Does Tatkal serve any purpose? Why not raise the the ticket prices as tickets get sold. eg say a train has 1000 seats. Using seasonal traffic, one can tell if train will be filled or not. Say season is packed. Then first 500 ticket at price X, next 100 at 10%, next 100 at 20% more and so forth. But this needs implementation of (1) first.

4. The hcrage between unreserved non-ac and reserved non-ac is just Rs 20 to Rs 50. This is grossly unfair. Number of passengers in unreserved are thrice than in reserved compartments. IMO, reservation charges should increase and price for unreserved should be decreased.

As long as there is shortage access will be problem. And to regulate access, PERMANENT RAILWAY ID-CARD seems to be must to me.

I dont travel much. so I dont have much first had experience at all. Maybe those who travel frequently by train can tell.

If time permits, I will later write long note on all such problems and solutions. But chances are slim.
