Good leaders confine to making good army ; great leaders weaponize all citizens ---- a comparison of methods of Shivaji and Guru Govind Singh

Dear recallist,,

The goal isnt to belittle anyone.

But please note that while Shivaji did make a good army, he could not take step of weaponizing every citizen. Why not? Whereas Guru Gobind Singh could take the decision of enabling and motivating every citizen i.e. every sikh to bear weapon.

The founding fathers of USA such as Jefferson etc too always emphasized that every citizen must bear guns. In fact, Jefferson etc considered weaponized citizenry more important that strong army when it came to defend nation !! Of course, times have changed, With invention of weapons of mass destruction like N-bomb, we need BOTH weaponized citizenry and also powerful army.

So what enabled Guru Gobind Singh to propose and implement "every Sikh must bear weapon" rule? And what stopped Shivaji from doing the same?
