Reason why AK-420 resigned was because over 5000 DTC temporary employees, over 2000 temporary teachers and over 10000 other Delhi Govt temporary employees were planning for a massive Delhi bandh because AK-420 was not keeping the promise of making them permanent
The resignation of AK came union leaders met, announced strike and announced that they will meet in 2-4 days to decide date etc of strike
At 11.30 pm , AK gives DRAFT of Delhi Janlokpal bill and 9.30 am next day AK demanded that MLAs should vote on tabling of that bill !! The BJP leaders asked for 2 days to decide, which wasnt much to ask. Further, Lt Governor had sent message to MLAs to oppose the bill. And as per NCT act 1991 , message of Governor is binding on MLA, something which is NOT there is any State but this "Lt Governor's message to MLA" provision is only stronger implementation of art-356, art-357 and art-357 of constitution. And BJP had only asked for 2 days time. AK refused to give time and demanded voting at 3pm. BJP MLAs obeyed the message of Lt Govt and voted NO. Motion was defeated. There was NO motion in Assembly that CM should resign and nor did any MLA from any party asked for resignation. AK was free to re-introduce the bill. It has happened many times in Assembly as well as parliament that a bill gets defeated and CM or PM re-introduces it after talks. But AK resign at 5.30 pm
What MNC-paid-media did NOT highlight is the decision of 1000s of temporary employees' of DTC, Delhi schools and other Govt dept to go on strike and delhi bandh because AK was delaying the election promise of making them permanent.
AK had promised to all temporary\contract workers in Delhi workers that AK would make them permanent within 1 week if he becomes CM !! The paid-media had convinced that AK is speaks truth. And so family members of these workers had campaigned day and night for AK. But AK had no powers to make them permanent as Delhi budget needs massive modification for that, and Delhi Govt simply doesnt have money to make them permanent. So AK was delaying. Finally, they all decided to went for strike , delhi bandh etc. This band was NOT sponsored by party. It was by AK's own voter.
The situation would have caused massive let down for AK. And so when union leaders meeting announced decision to meet to go on strike a day before, AK did this drama and resigned next day.
