All in all, AK-420 proposes a fraudulent RTR-corporator procedure !! If a ward has 100,000 voters, then as per procedure given by AK-420, 66000 voters must vote for a recall when recall poll is held !! And only 10% signature are needed to get a recall election. IOW, it is easy to get a spurious recall election, and actual recall will be impossible !! Also, in Delhi and many areas across India, some 10% voters in voter-list have moved and so they simply cant come to vote. So actual recall would need 66/90 = 73% voters to come during recall poll and also ask for recall !! For all practical purposes, this is an impossible condition and highly sub-optimal.
