Rahul Mehta Gandhinagar LsCandidate
Law drafts I at Right to Recall Group has proposed to reduce land hoarding and land prices , and why leaders at Congress\BJP\AAP oppose them
1. put all land\flat ownership records in India on govt website and sell in DVD - so if you click on a name, say Sonia Gandhi or Jindal, within minutes the DVD will show you how many trusts , companies etc they own and hos much lands they have and what they market value
2. When A sells land to B for official price of say Rs X, and if within 30 days, C offers 15% higher, then govt will give Rs 1.15X to B and give land to C
3. wealth tax of 1% on land above 250 sqft per person of land and 500 sqft of construction. With this tax, VAT, sales tax, service tax, excise on all products except vehicles can be removed.
4. All cities' areas should be doubled by adding same amount of land around it, and all plots should be taxed at non-agricultural rates.
(In India only 2.7% land is used for urban areas (residential + commercial + industrial , + roads, trees , gardens, open plots, bus stations, railway stations lakes in cities) , 1% for industrial areas outside cities including railway lines and some 0.17% for mining. And some 60% land is used for agricultural. If land area of cities is doubled, prices of land across city will go 1/10th !!)
5. Easy rental and prompt eviction upon end of rental agreement
6. If FSI in some area is 3, then wealth tax on construction will apply even if there is NO construction. i.e. if a person deliberately doesnt make building, then he will have to pay tax on construction as well
7. Resolve disputes of old tenants --- tenant can be evicted after 1 year notice and by offering him 10% to 33% of the market value of the property. Either tenant or landlord can get the higher bidder. The %, be 10% or 33% will depend on duration and age, and whether property is commercial or residential

Congress, BJP, AAP leaders have opposed all these proposals. The main reason is they are big land hoarders or have sponsorship from them. eg AK is media-coverage in Delhi is largely funded by Jindals who own over Rs 20000 crore of plots in Delhi alone and many times more in Haryana. And so these leaders oppose these law-drafts.
