Proposal to deliver CHEAP not free water to slum dwellers --- give a metered connection to slum, and make a local recallable person in-charge of that connection. Allow him to sell water for say 50 paise per bucket.

Here is a quick-fix fast way to deliver water to slums. DJB = Delhi Jal Board can appoint one person in every locality. That person will be replaceable by locals via SMS and/or visit to Patwari office. (see section-6.6. of rahulmehta . com/301.htm for technical details of Right to Recall procedures) . The person owning that connection should be legally allowed to sell water at say 50 paise per bucket of 20 liters i.e. Rs 25 per kiloliter. DJB can charge him money for water, say Rs 10 per kiloliter and rest he can keep as his costs and profits. Since that person is recallable and replaceable by voters, he will give proper service to customers. As per price, nothing is free. The person can get change from RBI by busloads, and give Rs 50 to Rs 100 worth change to each local, and later same 25 paise coins will be used.

That person may even create a small tank and multiple taps where can store and give water for a longer duration across day.
