Massive loop-hole in land acquisition bill --- Large company owners can ask 1000s of hired men to become voters of a village and thus get 70% voters approval to give away village land to that company !!! Solution : allow ALL citizens of state to register YES/NO on a land-acquisition proposal. And pls note --- Arvindbhai, Congress, BJP have opposed the proposal enable all States' voters to register YES/NO via SMS or personal visit to Patwari office on land acquisition proposal
So many useless laws are falling from sky, that now it is becoming impossible for me to keep track of all of them.
So till date, I didnt find any time to even read the new Land Acquisition Bill. But yesterday, corrupt Minister Jairam Ramesh had come to Gujarat Vidyapeeth to talk on Land Acquisition Bill etc . I had no interest in listening to that useless fellow. But I met met a friend of mine , who had attended the meeting. He said that Jairam Ramesh said that bill had provision that land can be acquired by consent of 70% of the voters in village.
I zapped !!!
I asked my friend following question :
1. say some huge company owners want some land.
2. say they ask 10000 of their hired migrant labors to become voter in that village. The rule is that if a citizen of India is staying at a place for over 180 days or intends to stay there, then he is entitled to become voter there.
3. the company owners bribe Talati who will give them voter cards overnight. And get their names in voter list
4. the company owners get the migrant labor now voters' signatures on land acquisition proposal
5. Next week, the labor will move to another village for acquisition !!!
Now he zapped. Then he looked into land acquisition bill and said that from his cursory readings, what I said is very much POSSIBLE !!!
Now folks, I will not find time to read the bill. So I will stop here. But if you get time, pls go thru the bill and pls see if what I said is possible.
Solution I propose :

1. Put entire voter list online, without pictures and without address, but with ward\village names., and all changes of wards\villages of voters online as well.
2. Add SIM number, ATM number of ALL voters in voter list. It will be not visible to all. Those who dont have SIM/ATM should be given one. Voter can register YES/NO via SMS or ATM or via personal visit to Patwari=Talati office .
3. Allow all voters of a state to register YES/NO on a land acquisition proposal . If over 50% of ALL states' voter register NO, then cancel that proposal, and if 50% of all ALL states voter register YES, then that proposal will be approved. In between, District voters will decide. If 50% doesnt come at District-level, then Tahsil and then finally Gram
4. Voter who has moved in past 1 year will not be counted in new place or old place on this land acquisition proposal

Pls note that Congress, BJP and Arvind Gandhi ALL have opposed the above proposal !!! I asked Arvindbhai, and he said that "voters MUST not be allowed to register YES/NO on any Govt proposal on Govt website via SMS or ATM or personal visit to Patwari office". He said that "I = Arvindbhai have NOT studied land acquisition bill, so cant comment on this loophole. But allowing voters of whole district/state/India to register YES/NO via SMS is something I = Arvindbhai will oppose". Those who want proof are welcome to post question on his wall or meet him personally in delhi or place question on his wall.
