Subramanian Swamy refused to demand affidavit from Election Commission that if EVMs dont have paper trail, then paper ballots will be used and thus ensured that EVMs with no paper trail will be used for a long time !! Arvind Ghandy has also supported use of EVMs without paper trail. eg Delhi Assembly elections will have EVMs with no paper trail.
It was due to efforts of hardware engineers like Hari Prasad and some people like myself who showed hardware and firmware-mathematical ways by which Electronics Machines can be rigged. The simplest way to defeat EVMs is to convince activists to field 65 candidates, which will force ECI to use paper ballots. I gave two newspaper-ad to publicize this information. But Subramanian Swamy, Congress leaders, BJP leaders, Anna and Arvind Ghandy refused to proposal to inform more and more activists about it. Subramanian Swamy resorted to court drama. And inside court, when Eelection Commission showed a demo piece of EVM with paper trail, Subramanian Swamy declared victory and junked the case !!
But ECI had only shown a demo piece. ECI never gave any commitment that EVM with paper trail will be used in all booths by may-2014 !! And Subramanian Swamy refused to ask ECI to give affidavit that "if EVMs dont have paper trail, then paper ballots will be used". So as schedules go, ECI has no plans to cover even 10% booths with paper trail by may-2014. And current Delhi Assembly elections and MP assembly elections will also use EVMS with no paper train in almost all booths.
Solution?
(1) Please inform all activists about limitation of EVMs, than if 65 candidates stand up, then Collector's manual says that ballot paper has to be used. eg in oct-2010 TRS fielded 70 candidates in 6 seats and paper ballots had to be used. So there is precedent. The cost of putting one candidate in Assembly is Rs 10000 deposit lost and cost of putting one candidate in Loksabha is Rs 25000 deposit lost. Pls do all the math, and amount is tiny for any party with even 5 MLAs or 5 MPs, and even each independent activist can do his job by filing on his own, if he wishes to defeat EVM.
(2) Pls order your MPs via SMS to order ECI via legislation that only paper ballots can be used and not EVMs. And pls inform all that Subramanian Swamy, Arvind Gandhi, all Congress leaders and all BJP leaders have asked their activists NOT to ask voters to order MPs via SMS to shut down EVMs !!
(3) And pls also inform ALL activists that Arvind Ghandy , Subramanian Swamy, all Congress leaders, all BJP leaders are EVM-supporters, despite proven fact that it is child's play for CIA to rig lakhs of EVMs by circuit changing and other means. Subramanian Swamy did ONLY court drama, but in the end, nothing substantial has come out of it as far as may-2014 elections go.
