What is CHEAPEST way to convince at least 40 crore voters of India that PM of India considers orders of 40 crore voters of India as (a) valid or (b)some piece of junk?

(b) will prove to 40 crore voters than 40 crore voters are worth not even chavanni in rs 1000 note. And that , PM takes orders from someone else, be Videshi or Desi, and not 40 crore voters.

The experiment I propose is that we convince over 40 crore voters to send orders to MPs via SMS to print a law which 40 crore voters of India want. Now each voters can send 100s of orders he likes. So if count of any order crosses 40 crore voters, then it will prove that 40 crore voters have sent an order to MPs via SMS, to print the law that over 40 crore voters want.

Now if that order doesnt come in Gazette, and it will prove to 40 crore voters (b), i.e. PM considers 40 crore voters as junk.

And if that order gets printed in Gazette, then it will prove (a) i.e. PM considers 40 crore voters as a valid order.

Cost is -- say each citizen sends 100 orders to his MP via SMS. SMS is just 5 paise these days. So cost - Rs 5. So total cost = Rs 200 crores. , or Rs 400 crores if all 80 crore voters send 100 orders to MPs via SMS.

So cost is below Rs 400 crores.

Anybody has any cheapr method?
