Paid-TimesOfIndia is starting Gujarati newspaper in Ahmedabad. The charge is Rs 3, but first six months i.e. 180 days subscription is Rs 100, of which Rs 50 is commission given to sales agent who brings subscription. And the newspaper dealers will charge SAME from what they charge form other newspapers Rs 1.20 at least per day. So paid-ToI will be paying them about Rs 200 for 180 days. So paid-ToI will be losing Rs 150 per subscribers in the six months !!!

Basically, paid-ToI is MNC-mouthpiece. MNC-owners have made huge profits by looting Iraq and some of the of the profits are used to subsidize other business to keep prizes low so that they establish cut out competition in those areas. This ToI's Gujarat newspaper in one the many examples.

Solution I propose is Right to Recall Doordarshan Chairman in long run. And Short run solution is that activists should shell out their own money, and give advertisements in newspaper to promote law-drafts by which problems can be reduced.
