Anti-superstition law-draft
can a recallist propose an anti-superstition law-draft?
Rough guideline I would suggest would be
1. The district should have recallable officer in-charge of prosecuting cases
2. The case of superstition should be tried by Grand Jurors and Jurors , and not judges
3. The draft should have "suggestions to Jurors" on when punishments should be applied and when it should not be applied.
eg if a person has taken money or favors in the name of magical cures , then punishments should be applied.
But if a ritual is performed periodically for ages , then punishments should not apply.
Also, IPC bans beatings, tortures, human sacrifices anyway. So re-banning them again is just a time-wasting re-statement.
The new element can be imposing higher punishment when a person performs act which has magical powers or when person claims that he has magical powers.
